David Oh Joins PBS Engineers as PMO Manager, Bringing Three Decades of Leadership in Science and Technology Delivery
PBS Engineers is proud to welcome David Oh as Project Management Office (PMO) Manager, where he brings more than 30 years of experience leading complex science and technology programs across a wide range of advanced facilities—from quantum research and semiconductor manufacturing to life sciences, energy infrastructure, and healthcare.
David’s career has been defined by his ability to navigate every phase of the project lifecycle: master planning, design strategy, construction leadership, and operational execution. His passion, however, lies in what happens between the drawings and delivery.
“I’ve always loved working at the moment where ideas stop being abstract and start becoming real,” David shares. “Watching a concept transform into a functioning, high-performance environment is what keeps me excited about this work after all these years.”

What distinguishes David is his understanding of what it takes to deliver high-performing, technology-rich environments. He has led university research campuses, advanced manufacturing programs, and data-heavy operations where precision, compliance, and adaptability are critical.

David’s background in cleanrooms, labs, and complex infrastructure environments gives him a rare fluency across technical silos, reinforcing PBS Engineers’ commitment to provide WOW through service from concept through occupancy.

As PMO Manager, David now leads PBS’s project delivery framework, setting standards and practices that bring consistency, clarity, and accountability across our teams. From resource planning and performance tracking to risk mitigation and reporting, his role strengthens how PBS executes work at scale.
While the role is operational at its core, David emphasizes that leadership begins with people.
“Processes only work when people feel supported by them,” he says. “My focus is building systems that make teams stronger—not slower—and give leaders the visibility they need to do their best work.”
